Factors that have favored attempts to repeal the Cuban Adjustment Act, as well as those that have conditioned its permanence are evaluated. Theoretical and methodological resources of public policy analysis are applied to three historically determined moments in which there have been serious attempts to rescind this Act. It is concluded that attempts to repeal the Cuban Adjustment Act have resulted from efforts to homogenize the US immigration system, in contexts of significant Cuban irregular migration.
