Residents at Charter Oaks Village, a manufactured home community on the Biddeford-Arundel line, formed a cooperative to purchase the land on which their homes sit. Residents of mobile home or manufactured home parks are vulnerable because many park owners are at or near retirement age and investors often purchase the land and raise the rents. The Cooperative Development Institute and ROC USA helped the residents form a cooperative and acquire financing. Charter Oaks was recognized with a Smart Growth Award at GrowSmart Maine\u27s annual summit
