Garrison Oaks, a 25-home development in Kennebunk, is being built in a village growth area, one of five distinct zones created under the town\u27s comprehensive plan. The village growth areas, which include Kennebunk and West Kennebunk villages, are centered on developed areas where homes and businesses have traditionally been located. Kennebunk is one of the first towns in the state to adopt a comprehensive plan and zoning ordinances that comply with Maine\u27s growth management act, legislation passed in 1988 that created a system to guide development and protect natural resources.
