Through a qualitative research approach and conducting in-depth interviews with several research sources. This study explains that punishment is considered to be able to increase people's happiness by preventing the occurrence of things that will reduce happiness such as preventing crimes or violations in the Correctional Institution. Disciplinary punishment in Correctional Institutions has basically been regulated in the Regulation of the Minister of Law and Human Rights Article 4 Number 6 of 2013 concerning Orders for Corrections and State Detention Centers. So the administration of administrative punishment as explained in the previous discussion and the strap cell punishment is a form of a right that is a deterrent and frightening for the prisoners in the Correctional Institution
