Resíduos da construção civil em Palmas - TO: a inserção da logística reversa no gerenciamento

Civil construction is one of the main industrial sectors in the country and one of the strategic pillars for the development of the Brazilian economy, however, its greatness also reflects in the generation of waste, because the volume of discarded material in a construction site is considerable even when a policy to minimize waste and the organization of the system is adopted. Moreover, the irregular disposal is a problem faced by most Brazilian cities, causing numerous environmental impacts and high investment by the government with the corrective management. Thus, this work aims to analyze the management of Civil Construction Waste (CCW) in the city of Palmas - TO, in order to understand the social and environmental impacts and possible improvements in the management of civil construction waste, especially with regard to reverse logistics. The methodology used was bibliographic research, documentary research and field research that enabled the description of the process of waste collection, transportation, treatment and environmentally appropriate final disposal and the structuring of theoretical framework with the management of CCW in Palmas - TO. Through the visualization of the structure and understanding of the actors participating in this system, it was possible to identify the networks traced and the needs for improvement in the performance of each one. It is concluded that Palmas - TO has a defined process for the management of CCW, which includes the actions of reverse logistics, however it can be improved with activities that minimize the existing leaks in the process, expansion of the infrastructure of recycling plants, and the implementation of public policies of cooperation with these plants.A construção civil é um dos principais setores industriais do país e um dos pilares estratégicos para o desenvolvimento da economia brasileira, contudo sua grandeza reflete também na geração de resíduos, pois o volume de material descartado numa obra é considerável mesmo quando se adota uma política de minimizar o desperdício e a organização do sistema. Ademais, o descarte irregular é um problema enfrentado pela maioria das cidades brasileiras, causando inúmeros impactos ambientais e elevado investimento do poder público com a gestão corretiva. Desta forma, este trabalho tem como objetivo analisar a gestão e o gerenciamento dos Resíduos da Construção Civil (RCC) na cidade de Palmas - TO, visando a compreensão dos impactos socioambientais e as possíveis melhorias na gestão dos resíduos da construção civil, sobretudo no que tange à logística reversa. A metodologia utilizada foi a pesquisa bibliográfica, a pesquisa documental e a pesquisa de campo que possibilitaram a descrição do processo de coleta, transporte, tratamento e destinação/disposição final ambientalmente adequada dos resíduos e a estruturação de framework teórico com o gerenciamento de RCC em Palmas – TO. Por meio da visualização da estrutura e compreensão dos atores participantes neste sistema foi possível identificar as redes traçadas e as necessidades de aperfeiçoamento na atuação de cada um. Conclui-se que Palmas - TO tem um processo definido para o gerenciamento de RCC, que inclui as ações de logística reversa, entretanto pode-se aprimorar com atividades que minimizem as fugas existentes no processo, ampliação de infraestrutura de usinas de reciclagem, e a implantação de políticas públicas de cooperação com essas usinas
