To the problems of committees (commissions) of municipal organs of foreign countries formation

Uniqueness of historic, political, economic, territorial and cultural prerequisites of municipal authority system formation stipulates the existence in the world practice of various models of local self-government representative organs formation and development. Inspite of diversity of the systems of local self – government and organizational models of representative municipal organs of foreign countries, one of the key roles in them is given to working structural units (committees, commissions, sections). And though their legal regulation, organizational and activity bases, their place and their role in the mechanism of local government differ greatly, the rich experience of stated institutions functioning can be very interesting for Ukraine. The article presents comparative analysis of the specifics of legal status of the municipalities working structures, that allows to evaluate correctly the measure of general and specific in municipal-legal organization in foreign countries, reveal the tendencies of development in the processes of constituting and institutionalization of the local democracy, produce new conceptions of domestic municipal model perfection to the directions of harmonization the democratic standards of local self-government. The peculiarities of such institutions formation in Azerbaijan Republic, Moldova, The Republic of Kazakhstan, The Russian Federation, Denmark, The South African Republic, People’s Republic of China, France, Japan, Germany and others are suggested, Summarizing the research, the author states, that inquiry into foreign experience is an important factor in the process of development and searching for the new ideas as for the effectiveness of the domestic institute of bodies of local self-government permanent commissions (committees) functioning.У статті проаналізовано актуальні питання, пов’язані з процесом формування постійних комітетів муніципалітетів зарубіжних країн як робочих структурних підрозділів. Проведено аналіз правової регламентації даних інституцій, яку застосовує зарубіжний законодавець, сформульовані відповідні висновки.Проанализированы актуальные вопросы, связанные с процессом формирования постоянных комитетов (комиссий) муниципалитетов зарубежных стран как рабочих структурных подразделений.
