In addition to the foreign intelligence, the Soviet KGB paid specific attention to the repression-prevention of dissent. Actually this was a constant after 1917, but on the initiative of Andropov a special directorate, the "Fifth Central one", was established in charge of "prophylaxis", so that recourse to criminal measures was avoided as far as possible by discouraging all forms of dissent ab initio. This article analyzes the creation and the evolution of this Directorate in the framework of the political and sociali dynamics of the Soviet Union in the 70s and at the beginning of the 80s, taking into sepcific consideration the cases of the two most famous dissidents of the Soviet history: Andrej Sacharov and Aleksandr Solženicyn
