CAP and the Environment: agriculture and public goods

Since the 90s, successive reforms of the CAP have progressively introduced environmental considerations into the policy’s goals. However, the CAP remains a sectorial policy intended to modernise the tools of production and support farmers’ income. The agri-environmental measures (AEM) represent the CAP’s most focused environmental initiatives, but they are granted a relatively modest budget, are dependent on voluntary adoption (with a low rate of uptake) and their limited duration makes significant structural changes difficult. Making aid payments conditional and subject to the respect of sanitary and environmental regulations is not a very efficient system, because the payments are not proportional to the environmental services rendered. While the majority of farm income support is financed by the European budget, support for public goods comes from the Ministries of External Affairs, with funding from both the European budget and the regions, with a continuous rise of the European contribution. Now, the aid to the farm income ensuring a certain degree of social cohesion is much more a regional or national matter than a European one, while some public goods provided through agriculture benefit to all the European citizens. The provision of some of the public goods through agriculture is therefore an opportunity to re-found the CAP around purposes common to the Member States, and dedicating the agricultural public aid to the production of public goods becomes a central issue.Les réformes successives de la politique agricole commune (PAC) depuis les années 1990 ont progressivement introduit les questions environnementales dans ses objectifs. Cependant, la PAC reste une politique sectorielle d’adaptation de l’outil de production et de soutien au revenu agricole. Les mesures agri-environnementales (MAE) de la PAC constituent l’instrument le plus ciblé sur les contributions de l’agriculture à l’environnement, mais elles sont dotées d’un budget relativement modeste, sont basées sur l’adoption volontaire (avec un faible taux constaté) et leur durée limitée rend difficile des changements structurels significatifs. La conditionnalité des aides au respect de règles sanitaires et environnementales est un dispositif peu efficace par construction car les paiements ne sont pas proportionnels aux services environnementaux rendus. Si l’essentiel du soutien au revenu agricole est financé par le budget européen, le soutien aux biens publics par les MAE est, lui, financé à la fois par le budget européen et par les Etats ou les régions, avec une augmentation continue de la partie européenne. Or, le soutien au revenu agricole assurant un certain degré de cohésion sociale est davantage une question régionale ou nationale qu’une question européenne, alors que certains biens publics fournis par l’agriculture bénéficient à l’ensemble des citoyens européens. La fourniture de biens publics par l’agriculture est donc une opportunité pour refonder la PAC autour d’objectifs communs aux Etats membres, et consacrer le soutien public à l’agriculture à la production de biens publics devient une question centrale
