The 1945 Constitution stipulates the right of every citizen to obtain education and the government's obligation to "manage and organize a national education system". Meanwhile, the Regional Government Law stipulates autonomy in the administration of education, while Article 5 paragraph (1) of the National Education System Law stipulates "the right of every citizen to obtain quality educational services".
