The principle of lifelong education has been adopted as the fundamental guideline of educational planning and development in Finland. The implementation of continuing education has been a subject dealt with by several committees and working groups. Nevertheless, it seems that this principle has not been understood in sufficient depth and that there are many problems in applying it into practice. The solving of these problems will require a greater degree of focusing of theoretical discussion and the putting into practice of the necessary measures.
