The article studies the commissioner viewpointof the evaluation processes in the field ofresearch, development and innovationprogrammes. It is based on the experiencegained in Tekes, the Finnish agency fortechnology and innovation. Tekes hascommissioned more than one hundredevaluations during the last twenty years.Different evaluation approaches and proceduresare described and the evolution phases of Tekesprogrammes and evaluation are presented. Thearticle contains two case examples. The authorrecommends the need for both applied researchand consultancy in evaluations. The role ofstrategic development and utilization isemphasized
