TATA KELOLA SMALL SCALE FISHERIES PADA BUDIDAYA PERIKANAN LELE DALAM PENGEMBANGAN EKONOMI LOKAL DI DESA BENDET KECAMATAN DIWEK KABUPATEN JOMBANG

Jombang Regency has various potentials, one of which is fisheries potential. Opportunities for the development of the aquaculture sector in Jombang Regency are quite large, even aquaculture is a leading sector for regional development potential so that it can improve the local economy. The management of aquaculture in Jombang Regency is still in the category of small-scale fisheries which is dominated by catfish aquaculture. In aquaculture, of course, the government's role is very much needed so that aquaculture activities can provide maximum results. The government's efforts in this regard are through Government Regulation Number 50 of 2015 concerning the Empowerment of Small Fishermen and Small Fish Cultivators. Empowerment is meant by facilitating cultivators in the form of assisting aquaculture facilities and infrastructure. The assistance is given to cultivators who are members of the small fish cultivator group. Based on the results of research using a qualitative research approach with a descriptive type through interview techniques and field observations as well as documentation, that the governance of small scale fisheries on catfish aquaculture in local economic development in Bendet Village, Diwek District, Jombang Regency is realized in the Mina Merdeka group. The Mina Merdeka group is a group of small-scale catfish cultivators who receive assistance with cultivation facilities and infrastructure. However, the governance of small-scale fisheries on catfish aquaculture in local economic development in Bendet Village, Diwek District, Jombang Regency has not run optimally. This is due to the lack of socialization in the community so that there are still individual catfish cultivators. Individual cultivators are indeed faster to develop their businesses, but the government has difficulty in finding production data
