AUSÊNCIA DE INTERSECCIONALIDADE NAS POLÍTICAS PÚBLICAS DE PROMOÇÃO DA IGUALDADE DE GÊNERO NA POLÍTICA BRASILEIRA

The absence of public policies that enable the increase of participation of black women in Brazil is a reality that contributes to in a large extent to the maintenance of inequalities and exclusion of significant strata of the Brazilian population in the construction of democracy because is by the active and representative political participation that realities inscribed within the rule of law can change. Based on this reality, the present article, through bibliographic review and analysis of empirical data research on the theme aims to discuss the lack of including intersectionality in the construction of measures that seek gender equality in national politics. This absence is resulting from the slavery historically present in the country and its racist legacy, as well as an elitist structure of national politics, which embarks the expansion of power to the black portion of the population. In this sense, a potential answer to the problem is the presented by Federal Deputy, Benedita Souza da Silva Sampaio (PT/RJ) in consultation to the Superior Electoral Court (2019), which aims to create a racial quota for election system and the incidence of intersectionality in the public policy of campaign time reserve, a measure that has been implemented to increase female participation in politics, in the proportion of half and a half for white and black candidates and, from that, to avoid the oppression of race.A ausência de políticas públicas que viabilizem o aumento da participação política de mulheres negras no Brasil é uma realidade que contribui em grande medida para a manutenção das desigualdades e exclusão de estrato significativo da população brasileira na construção da democracia, pois é por meio da ativa e representativa participação política que realidades inscritas dentro do Estado de Direito podem mudar. Com base nesta realidade, o presente artigo por meio de revisão bibliográfica e documental, bem como análise de dados empíricos apresentados em pesquisas sobre o tema tem por objetivo discutir a carência de inclusão da interseccionalidade na construção das medidas que buscam a igualdade de gênero na política nacional. Ausência essa que decorre do histórico escravocrata presente no País e seu legado racista, bem como de uma estrutura elitista da política nacional, que embarreira a ampliação de poder à parcela negra da população. Nesse sentido, uma potencial resposta a essa problemática é a apresentada pela Deputada Federal, Benedita Souza da Silva Sampaio (PT/RJ) em consulta ao Tribunal Superior Eleitoral (2019), que pretende estabelecer a cota racial para as eleições e incidência da interseccionalidade na política pública de reserva de tempo de campanha, medida que vem sendo implementada para o aumento da participação feminina na política, na proporção de meio a meio para candidatas brancas e negras e, a partir disso, evitar a opressão de raça
