L’alignement stratégique du Système d’information et la performance organisationnelle dans un établissement de soins

To face the uncertainties of the environment, and facilitate the achievement of their objectives, companies must have an efficient information system that adapts in an intelligent way with any change whatsoever. Internal or external order, this IS must interact with the other components of the organization namely: the overall strategy and the organizational structure, to constitute what is called the strategic alignment of the IS, our study consists of following the emergence of this phenomenon from the decision to opt for an IS until its operation, the chosen place of study constitutes a field of study little investigated by this type of research, given that it is a care establishment whose mission is more social than economy, it is a question of knowing how can one translate the strategic alignment of HIS (Hospital Information System) in an organizational reality as complex as that of a hospital. The specificity of this research is that it is interested in the phenomenon of alignment through its construction and its development over time, which is the reason why we have chosen to carry out a qualitative study of an exploratory nature, this study is a process-based because the work is divided into three periods (before HIS, during the establishment of HIS and the period of operation of HIS), the results will soon show whether the strategic alignment of HIS has reached the desired level or There are still steps to be taken, knowing that the HIS is a new concept in a hospital structures such as the CHU (University Hospital Center) -Ibn Sina. JEL Classification: O33 Paper type : Empirical researchPour faire face aux incertitudes de l’environnement, et faciliter l’atteinte de leurs objectifs, les entreprises doivent disposer d’un système d’informations performant qui s’adapte d’une manière intelligente avec tout changement que ce soit d’ordre interne ou externe, ce SI doit interagir avec les autres composants de l’organisation à savoir : la stratégie globale et la structure organisationnelle, pour constituer ce qu’on appelle l’alignement stratégique du SI, notre étude consiste à suivre l’émergence de ce phénomène depuis la décision d’opter pour un SI jusqu’à son fonctionnement, le lieu d’étude choisi constitue un domaine d’étude peu investigué par ce type de recherche, étant donné qu’il s’agit d’un établissement de soins dont la mission est plutôt sociale qu’économique, il s’agit de savoir comment peut-on traduire l’alignement stratégique du SIH (Système d’Informations Hospitalier) dans une réalité organisationnelle aussi complexe que celle d’un hôpital. La spécificité de cette recherche est qu’elle s’intéresse au phénomène de l’alignement à travers sa construction et son développement dans le temps, c’est la raison pour laquelle nous avons choisi de faire une étude qualitative à caractère exploratoire, cette étude est processuelle, car le travail est divisé en  trois périodes (avant le SIH, pendant la mise en place du SIH et la période du fonctionnement du SIH), les résultats vont montrer bientôt si l’alignement stratégique du SIH est arrivé au niveau souhaité ou bien reste encore des étapes à franchir, sachant que le SIH est un concept nouveau dans une structure hospitalière telle que le CHU Ibn Sina.
