Educação, território e governação – o programa Aproximar e a terceira margem

This text elects as an object of analysis the Program “Aproximar Educação” (decentralization of educational competencies to the local power) and its execution in the 15 municipalities that were invited by the government to join the program. A brief content analysis of the Ministerial Resolution is done, as well as a generic analysis of the 15 interadministrative contracts of competency delegation, particularizing two of them and trying to analyse the distribution of power between the centre and the peripheries, including the municipality, the municipal council of education and the school grouping. It is sustained that, in the field of the orientations towards action, the political will to institute a new local governance model, which we designate as socio communitarian regulation, is visible, although it cannot be generalized. Some critical discourses that look at this process as a way of contributing to take away the State’s responsibility, of “privatizing” education and of municipalisation are summarily analysed. It can be concluded that the development of this Program has inscribed itself in a paradigm of conflict of visions, powers and counter powers, what contributes to the uncertainty of its future.O presente texto elege como objeto de análise o Programa Aproximar Educação e sua execução nos quinze municípios que foram convidados pelo Governo para a ele aderir. Procede-se a uma breve análise de conteúdo da Resolução Ministerial, analisa-se de modo genérico os quinze contratos interadministrativos de delegação de competências, descendo-se ao particular em relação a dois deles, e procura- se analisar a distribuição de poderes entre o centro e as periferias, aqui incluindo o município, o Conselho Municipal de Educação e o agrupamento de escolas. Sustenta-se que, no plano das orientações para a ação, é visível a vontade política de instituir um novo modelo de governação local da educação que designaremos de regulação sociocomunitária, embora esta leitura não possa ser generalizada. Analisam-se sumariamente alguns discursos críticos que veem neste processo uma forma de desresponsabilização do Estado, de “privatização” da educação e de municipalização. Conclui-se que o desenvolvimento deste programa se inscreveu num paradigma de conflito de visões, poderes e contrapoderes, sendo incerto o seu futuro
