In the 2006 IPCC Guidelines (GL), domestic navigation is defined as a voyage between two ports in the same country, and international navigation is defined as a voyage between a domestic port and the first port abroad. At the same time, the GL also states that the amount of fuel sold should prevail over strict application of national borders when fuel consumed by navigation is estimated. Countries have interpreted this differently with the risk that bunker fuel is accounted for twice or left out altogether.
