LA CENTRALIDAD DE LOS PROCESOS DE ASIA CENTRAL Y DEL SUR PARA LA SEGURIDAD GLOBAL DESDE LA VISIÓN DE LA POLÍTICA EXTERIOR ESTADOUNIDENSE

During his presidential campaign, Barack Obama announced the withdrawal of U.S. troops from Iraq. Such a statement could be interpreted as a contrast to the extremely unpopular foreign policy of President Bush, as well as a response to the feeling of the majority of Americans wishing their people not to being killed abroad. However, this meant nothing less than the concentration of the U.S. effort wasted in Iraq, for use it in a front of much greater importance such as Afghanistan. The origins of this change in the orientation of American foreign policy lies in the recognition of the assumption, according to which neither Iraq nor the Middle East, but Afghanistan and Pakistan, along with the newly independent states of post-Soviet Central Asia are the key area for U.S. and the entire West security. Precisely in this region the Islamic threat, embodied in organizations like the taliban and Al Qaeda, is concentrated. These organizations do not act for themselves but supported by the security services and Pakistani troops who use them for its own geopolitical aims in its rivalry with India. Tal afirmación pudo interpretarse como una contraposición a la política exterior extremadamente impopular del Presidente Bush, así como una respuesta al sentir mayoritario de los norteamericanos anhelando que su gente dejara de morir en el extranjero. Sin embargo, aquello significaba nada menos que la concentración del esfuerzo norteamericano que se desperdiciaba en Irak, para utilizarlo en un frente de mucha mayor importancia. Esto es en Afganistán. Los orígenes de este cambio en la orientación de la política exterior norteamericana residen en el reconocimiento del postulado, según el cual, ni Irak, ni Medio Oriente, sino Afganistán y Pakistán, junto con los nuevos países independientes de Asia Central pos soviética, son el sector clave para la seguridad de EE.UU. y todo el Occidente, ya que justamente en esta región está concentrada la amenaza islámica personificada en organizaciones como el talibán y Al Qaeda; las que no actúan por sí solas, sino apoyadas por los servicios de seguridad y las tropas paquistaníes que los utilizan para sus propios fines geopolíticos en su rivalidad con la India.
