densely populated island. The main problem is the high increase in the number of the labor force compared to the absorption of labor. The factors that influence efforts to increase employment are an investment, District/City Minimum Wages, and PDRB. The purpose of this study is to determine the effect of investment, district/city minimum wages, and PDRB in East Java in 2011-2018 either partially or simultaneously. This study used a quantitative approach with secondary data from 9 districts/cities in East Java (Malang Regency, Pasuruan Regency, Mojokerto Regency, Nganjuk Regency, Tuban Regency, Lamongan Regency, Gresik Regency, Pasuruan City, and Surabaya City) in 2011-2018. The analysis used panel data regression and processed using Eviews 8. The results of this research showed that: 1) Partial investment does not have a significant effect on job opportunities; 2) District/city minimum wages partially have a significant effect on job opportunities; 3) Partial economic growth does not have a significant effect on employment opportunities; 4) Investment, district/city minimum wages, and economic growth simultaneously have a significant effect on job opportunities
