The dialectic of exclusion(s)-inclusion(s) of Palestinian refugee camps in Lebanon : case study of the Bourj El-Barajneh camp in the South-western suburbs of Beirut

Au Liban, les discours politiques et médiatiques stigmatisent les camps de réfugiés palestiniens et leurs habitants, associés au danger, au terrorisme, à l’illégalité, à la misère et à l’insécurité. Soixante-dix ans après leur arrivée, les Palestiniens naissent, vivent et meurent des réfugiés et les camps sont toujours exclus de la planification urbaine libanaise. Ce travail cherche à montrer qu’au-delà de ces images négatives des camps palestiniens et des exclusions juridique, économique et sociale des réfugiés, existent d’autres réalités, des réalités au sein desquelles les camps apparaissent comme des espaces inclus dans leur environnement voisin et les réfugiés comme des acteurs capables de contourner les politiques d’exclusion imposées « par le haut » et de se créer de nouvelles identités. A partir de l’étude de cas du camp de Bourj El-Barajneh dans la banlieue sud-ouest de Beyrouth, cette thèse explore comment, dans un contexte d’exclusion politique et urbanistique, les habitants du camp sont capables de transformer la nature excluante du camp. Que ça soit à travers les géosymboles de l’identité palestinienne en exil, le développement d’un chez-soi visible par les formes, leur distribution et leur dénomination, ou encore par la densification verticale, les Palestiniens transforment le camp, son environnement bâti, et négocient ses frontières. Dans la durée, la continuité et l’exclusion, l’habitat du camp de Bourj El-Barajneh se transforme. Par l’auto-construction et la coproduction, il passe de tentes en tuiles en 1948 à des bâtiments en béton en 2017. Et cette densification horizontale et verticale du camp apparaît comme un moyen de lutter contre l’exclusion et de dominer l’espace démographiquement, culturellement et géographiquement. Depuis le début de la guerre syrienne en 2011, l’arrivée dans le camp de réfugiés syriens et palestiniens en provenance de la Syrie provoque une forte demande de logements à loyers abordables dans le camp et déclenche un phénomène de densification verticale intense. Les Palestiniens multiplient les chantiers de construction, le bâti du camp se renouvelle et ses occupants changent. Certains locataires arrivent, d’autres propriétaires déménagent et le camp est constamment transgressé par ceux qui l’habitent et par les communautés voisines. Suivant ce processus dialectique faisant interagir les politiques publiques, le contexte urbain, social, familial et les pratiques individuelles, le camp se renouvelle et de ce renouvellement à la fois social et spatial se produit une ouverture du camp sur son environnement voisin. L’expérience du camp de Bourj El-Barajneh montre comment, dans la durée et l’exclusion, les Palestiniens apprennent à contourner les obstacles et à lutter pour une inclusion du camp et une place dans la ville. Explorant les formes de l’habitat, de l’habitation et des réseaux de services urbains, ce travail souligne les processus de fermeture et d’ouverture des frontières du camp et les différents degrés d’exclusion et d’inclusion du camp. Suivant cette étude dialectique de l’exclusion(s) – inclusion (s) des réfugiés et du camp, l’habitat du camp se transforme, ses frontières se recomposent et le camp de Bourj El-Barajneh se transforme progressivement en un camp-quartier de l’agglomération beyrouthine.In Lebanon, political and media discourses stigmatize Palestinian refugee camps and their inhabitants, who are generally associated with danger, terrorism, illegality, misery and lack of safety. 70 years after their arrival in Lebanon, Palestinians still live under the same social status: they are born, they live, and they die as refugees. Additionally, refugee camps are still excluded from any Lebanese Urban planning efforts. This research seeks to highlight that beyond these negative stereotypes of Palestinian camps, and the legal, economic and social exclusion of refugees; exist other realities in which the camps appear as spaces that are included in their neighboring environment, and where the refugees exist as stakeholders capable of reforming exclusionary policies imposed on them from the ‘top’, and ultimately create new identities. Based on the findings of the study of the Bourj El-Barajneh camp in the southwestern suburbs of Beirut, this thesis explores the ways in which camp residents can change the marginalized-nature of the camps within a context of political and urban exclusion. Whether they do it through the GeoSymbols of the Palestinian identity in exile, by space-appropriation, or by vertical densification; Palestinians transform the camp, its physical environment and by doing so, negotiate its borders. With time, continuity and exclusion, the Bourj El-Barajneh camp is transforming. Through self-construction and the coproduction of space, the camp went from being a home to tents in 1948 to becoming prosperous with concrete buildings in 2017. This horizontal and vertical densification of the camp can be described as a fight against exclusion and as an effort to occupy the space of the camp demographically, culturally, and geographically. Since the beginning of the war in Syria back in 2011, Palestinian and Syrian refugees fleeing Syria came to the camps looking for affordable housing options, thus increasing the demand on houses and triggering a wave of vertical densification. Consequently, Palestinian residents of the camp multiplied their construction efforts and sites. As such, the concrete scenery in the camp changed, and the tenants changed with it; new tenants arrive, other homeowners move, and the camp is continuously crossed by its own residents as well as by neighboring communities. Based on this dialectical process of interaction between public policies, the urban, social and familial context as well as individual practices, the camp is renewed, and this socio-spatial renewal leads to the expansion of the camp and the opening of its borders to the neighboring environment. The case of Bourj El-Brajaneh’s camp shows how with time and exclusion, Palestinians have acquired new ways and tools to counter challenges, fight for the inclusion of the camp and for having a space inside the city of Beirut. This thesis seeks to highlight the opening/closing process of the camp’s borders as well as its different degrees of exclusion/inclusion within the city, by exploring its habitat, its housing, and its urban services networks. Based on this dialectical study of exclusion and inclusion of refugees and the camp, the camp’s habitat changes, and its borders are redefined, leading to its gradual transformation into a camp-district of the Beirut agglomeration
