When Sector Meets Territory: The Case of European Union Wine Policy

This is particularly problematic in research on European integration--a process largely driven by the progressive institutionalization of sectors and its considerable reterritorializing effects. This article seeks to relaunch debate on sector-territory relations by proposing a constructivist and institutionalist approach to the 'political work' of sectorial and extra-sectorial actors. Territory impacts upon this work by being simultaneously a jurisdiction, a constituency for political representation and a stock of symbolic resources. This three-pronged definition is then applied to explain a recent reform of the European Union's wine policy that was 20 years in the making. Contrary to material determinist or organizational readings of this change, its causes are to be found in how actors strove to reinstitutionalize the European wine sector's relationship to territory, and this whilst legitimating both this political project and themselves.Rares sont les études sur le gouvernement sectoriel qui ont élaboré de grandes théories au sujet de son rapport avec le territoire; à savoir, avec les espaces politiques construits, institutionnalisés mais néanmoins contingents. Cela est particulièrement problématique dans la recherche sur l'intégration européenne--un processus piloté dans une large mesure par l'institutionnalisation progressive des secteurs et par ses effets de reterritorialisation non-négligeables. Ce présent article cherche à relancer le débat sur les relations secteur-territoire en proposant une façon constructiviste et institutionnaliste au 'travail politique' des acteurs sectoriels et extra-sectoriels. Le territoire influe sur ce travail, étant à la fois une zone de compétence, une circonscription électorale et un stock de ressources symboliques. Ensuite, on applique cette définition à trois volets afin d'expliquer une réforme récente de la politique vinicole de l'Ue qui a mis vingt années pour voir le jour. Contrairement aux interprétations matérielles-déterministes ou organisationnelles de ce changement, les causes en sont à trouver dans la façon dont les acteurs se sont efforcés de réinstitutionnaliser le rapport du secteur vinicole européen avec son territoire, et cela tout en légitimant à la fois ce projet politique et eux-mêmes
