DYNAMIQUE DES CHANGEMENTS DANS LE SECTEUR DE L'ELEVAGE AU TCHAD : le cas de la filière laitière de N'Djamena

Human population annually grows at the rate of 6 % in N'Djamena, capital city and main town of Chad, leading to a dramatic increase in the demand in milk and milk products like in many other African countries. Contrarily to most of the African capital cities who import milk powder to meet these requirements, we surprisingly assist in Chad to a higher interest in local dairy products. Is this Chadian specificity an expression of the adaptation of breeding systems to this new economic demand? A survey was carried out within N'Djamena and its periphery for a better understanding (i) of the part of local production in urban supply, and (ii) of the linkages between market requirements and changes in breeding systems. This survey leant on an analysis of the commodity chain: production, commercialisation, and consumption of milk and milk products. A total of 372 consumers, 254 traders, 51 transformers, and 161 farmers were investigated. Both local and imported milk products' consumption is highly correlated to alimentary habits and family incomes. Furthermore, milk and milk products consumption dramatically increases outside the houses, due to the enjoyment in a locally produced fermented whole milk, the rayeb, which is mainly distributed in milk bars within the town. Several different commodity chains supply N'Djamena in local milk and milk products, like fresh milk, curdled milk, and camel milk, and our study evidenced their dynamism and the complementarities between them; however, the chain of fresh cow milk, based on many collecting micro-enterprises, is the more dynamic as it supplies the processing factories which add value to the local product. All these micro-enterprises based on milk production and transformation act as a driving force behind changes in every level of the milk value chain in Chad. Another conclusion of our work is that camel milk value chain development is not competing with cow milk filiere: camel milk is mainly consumed by populations originating of northern pastoral zones and constitutes a specific niche in Chad. Our study also focused on the role of both pastoral and agro-pastoral breeding systems in supplying N'Djamena in local milk, and evidenced that farmers' practices in peri-urban areas have been changing into a market-oriented production system. This survey concluded on a high adaptation potential of Sahelian pastoralism to a changing environment, contrarily to the cliché of contemplative farming system in this area of the planet. These changes are highly dependant on both the dynamism of micro-enterprises at the end of the value chain and the consumption habits. Our results through this filiere approach allow us to propose relevant recommendations to politics and projects in Chad: to secure milk and milk products supply in African towns, priority must be concomitantly given to outlet sustainability, services and inputs provision, and land constraints. De nombreuses capitales africaines importent l'essentiel de leur approvisionnement en produits laitiers sous forme de poudre de lait. Au contraire, on constate plutôt au Tchad, un regain d'intérêt pour les produits laitiers locaux. Cette spécificité tchadienne traduit-elle une meilleure capacité d'adaptation des systèmes d'élevage aux mutations marchandes ? Pour comprendre la place qu'occupent les systèmes d'élevage locaux dans l'approvisionnement de la ville, et les liens entre la croissance du marché et l'évolution des systèmes d'élevage, une étude a été menée en périphérie de N'Djamena par la méthode de l'analyse de filière : production, commercialisation et consommation du lait et de produits laitiers. Des enquêtes ont concerné 372 consommateurs, 254 commerçants, 51 transformateurs, et 161 éleveurs. La consommation des produits laitiers locaux et importés par les ménages dépend fortement des habitudes alimentaires et du niveau de revenu du foyer. Celle des produits laitiers hors domicile est en plein essor avec le succès du rayeb, un lait fermenté entier local, distribué principalement par les bars laitiers de la ville. L'analyse du marché montre le dynamisme et la complémentarité des filières qui approvisionnent la ville en produits laitiers locaux : lait frais, lait caillé, lait de chamelle. Parmi elles, la filière « lait frais » de vache, composée de micro-entreprises de collecte, est la plus dynamique en alimentant les entreprises de transformation laitière qui valorisent ce lait local. Ainsi, les micro-entreprises laitières apparaissent comme le « moteur » principal des changements intervenus dans la filière et dans le bassin de production. L'essor de la filière lait de chamelle est lié à la spécificité du produit qui n'entre pas en concurrence avec le lait de vache ; ce lait est consommé par les populations originaires des zones pastorales du nord du pays. Le rôle des systèmes d'élevages pastoraux et agropastoraux dans l'approvisionnement de la ville en lait local est ainsi mis en évidence ainsi que ses mutations profondes sous l'effet de l'intégration au marché. Loin des clichés sur « l'élevage contemplatif », l'étude montre que le pastoralisme sahélien s'adapte aux mutations de son environnement et que ces mutations dépendent fortement du dynamisme des entreprises en aval et des évolutions des modes de consommation. Les résultats obtenus par l'approche filière permettent de formuler des recommandations aux politiques et aux projets d'appui à l'élevage cohérentes avec les caractéristiques du marché visé. Pour sécuriser l'approvisionnement en lait et en produits laitiers des villes africaines, il convient en particulier de prendre en compte les difficultés liées à la sécurisation des débouchés, à la fourniture d'intrants alimentaires et de services, et aux contraintes foncières. Les recherches futures devront mieux cerner la dynamique organisationnelle (groupements, fédérations, coopératives, contrats), et l'organisation des services (approvisionnement en intrants vétérinaires et alimentaires, micro-crédit) pour résoudre ces contraintes
