For such problems, the Fenchel conjugacy fails to provide relevant analysis: indeed, the Fenchel conjugate of the characteristic function of the level sets of the l0 pseudonorm is minus infinity, and the Fenchel biconjugate of the l0 pseudonorm is zero.
