International audienceMilitary spending and arms exports from the countries of the former Warsaw Pact have fallen considerably and the former member states are developing new doctrines for independent and defensive defence policies. Comparative calculations remain difficult and international sources of information still use concepts specific to them. The situation is characterised by a deep crisis in the armaments industries that arms exports obviously cannot sustain.
