This article reviews the role of the party bureaucracy as a phenomenon that explains the ungovernability in a democracy. The governance crisis is brewing from the moment in which it does not institutionalize its function. This analysis will consider the party bureaucracy a special case of organizations. Sociological research has made several conceptions explicit that serve as an essential background for the study that follows.
