Most research devoted to the application of social rights focuses entirely on the international human rights conventions’ supervision systems, such as the European Social Charter, or argues about their case law. However, this essay explores, in retrospect, the reasons why there continues to be an unsatisfactory application of standards in many countries despite the number of international commitments taken by their governments. This can easily be explained by the failure to deliver sufficient instructions or means to the Administration implementing said rights.
