Richard Donley was born in the Cleveland suburbs, growing up in Garfield Heights and Lakeline, Ohio. Donley enlisted in the Marine Corps in 1953, where he served in Korea. After his discharge, Donley earned his Bachelors and Masters of Arts in History from Humboldt State University in California. During this time, he met his wife Mariann, who went on to teach at Robert Reid Laboratory School for many years. Donley entered the PhD program in History at the University of Illinois focusing on 19th century American history. Donley began his career at Eastern Washington State College (now Eastern Washington University) in 1967, where he taught for 30 years.
