In the fall of 1987 Suter Keller Inc. (SKI) was retained by the Ottawa-Carleton Regional Housing Authority to carry out an investigation of the deteriorating exterior loadbearing masonry walls at a building complex constructed in Ottawa in 1973-74. The main objectives of the work were to determine the cause or causes of deterioration and to propose remedial work options.
