Condiciones socioeconómicas para el desarrollo de la ciencia venezolana

Venezuela is going through an important moment where it is triying to demonstrate the effectiveness of the policies implemented in all strategic sectors including science and technology (S & T). This work is a part of this line as it focuses on the analysis of input indicators that determine the socio-economic conditions for the development of science in such country attending theoretical postulates that highlight the value of knowledge and the notion of science as enterprise (Albornoz and Jimenez, 2008) and the analysis of the input indicators for science policy (Nuñez-Jover, 1999, Lopez-Yepez, 2000, OECD, 2002; Sanz-Menéndez, 2004). We use the scientometric method because study quantitative aspects of systems and scientific activities based on input indicators or context provided by the data source RICYT, which were processed and represented in graphs and tables, as well as comparisons with other national and international sources. This helped to generate as a result the state of the art in terms of potential resources in the country (economically active population and GDP), human resources devoted to research and investment in science and technology sector. We conclude that Venezuela has a great potential for development in scientific environment but increases in national GDP have not had a significant impact in stimulating human resources devoted to research tasks and the overall sector financing, which creates unfavorable conditions for the development of this important sector in Venezuela
