Thoron went on to explain that the Preliminary Budget under consideration by the Board had been formu­lated on the presumption that the University will have access to sufficient dollars , even though this sometimes involves paying a considerable premium ln pounds . Now that this assumption has been apparantly reversed, the pound part of the Budget will have to be revised accordingly, said Mr . Thoron . Mr Black asked why AID feels that there should be no increase in the pound part of the Budget. Mr , Thoron replied that Mr . Costantino feels that the University cannot continue to increase its "drawdowns" on the pound fund "until AID knows where AUC 1S headed . " Mr . Costantino probably has problems with the Bureau of the Budget, noted Mr .
