After the calendar year indicated in Table I the financial responsibility of the Foundation, or of the University, would be concluded. There now f ollwr suggestions of developments that will improve the Univer-sity's program in such a manner as to require continuing support, year by year. The obvious long-term answer to this situation is annual income from permanent endowment funds. However, it will take several years to secure such permanent funds, and while the beginning of some projects may be deferred until such a time, others must be started. sooner. Many, furthermore, have already been begun in 1955-56. All of the continuing items will be described in this section, and the distinction between the immediate and the deferred will be indicated in Table II. 1, General Improvement in Teaching Salaries The need for improvement in teaching salaries is urgent, for several reasons. The more obvious is that, within reason, better salaries mean better teachers. Another reason is that the differential in teaching salaries now ex-isting between the Middle-Eastern and the American staff members is far too great. A self-study committee has indicated the way to rank staff according to abilities and responsibilities,and it is vitally necessary that differences be made on the basis of such criteria, and not on the present basis of country of origin. A third reason, more indigenous to the Middle East than to America, is that with the payment of better salaries the University can stand more firmly against the 'faultiple. job" concept that is so prevalent among teachers in the Middle East. Teachers cannot do the whole job needed at the University without giving their whole in-terest and loyalty to it. This cannot be expected of them, however, until salaries are better. The budget already adopted for 1956-57 incorporates increases for every Middle Easterner on the staff including the servants. While some are increased by 50540, most are increased no more than 100. The average increase is twelve. Per-centages, in this matter, are misleading in that most of the salaries were dis-tressingly low to begin with. Increases must be made each year for nt least five years to come, and qualified new Middle Eastern staff must be brought in at salaries much higher than the prevailing. The University considers that most of the responsibility for improve-ment of salaries is its own. This can be accomplished partl by increasing student fees (an increase of almost 50;0` is being effected this next year, but Middle Eastern fees can never equal the American) and partly by increasing gift income, particularly from businesses and industries that have Middle East-American relationships. However, since the need is so great, the University is asking the Ford Foundation to assist slightly at this particular point by bearing a L increase or S12,000.00 Since this is the kind of improvement which, once made cannot be taken away, the request is placed in the "continuing items" category
