268 (4) Teachers in the college have probably been too heavily loaded with class hours to do their best work. We must work toward the goal of having our college teachers limited to twelve hours of teaching or better to nine hours, so that they will be free to make maximum development of courses as well as grow professionally. With the present small staff our college teachers are clearly involved in an undue amount of administrative work or preparatory school teaching to produce their best results. Furthermore, in our assignment of college courses to teachers we have been able to give only the minimum consideration to qualifications; it is admitted that war conditions put restrictions upon all institutions. We have suffered particularly in our ability to select teachers freely; we must continue to strive to raise the standard of our 'college teaching staff if we wish ti improve further the quality of our graduates. (5) The most striking measure which we have taken for raising our standards has been the decision to admit holders of the fifth year government certificate and of the Matriculation certificate to the Freshman Class rather than directly to the Sophomore. In other words, a year has been added to the program leading to the bachelor's degree. This past year we re-established the Freshman Class admit-ting to it students from our Fifth Form and graduates of the Greek Gymnasium if they seemed to know enough English. We would have been willing to accept holders of the Egyptian Baccalaurea (General Course) if they had applied. The number of Greeks who sought admission was very large; graduates of the Greek secondary schools were cut off from the usual route to higher education in Athens Uni-versity. it appeared that we had a kind of duty, or at least opportunity, to assist in the present emergency as we were the only institution in Egypt where they might possibly begin higher education. Although we refused a large number of applicants, still we were somewhat lenient in our English standards. A class of 39 was enrolled; although the teachers made an effort to adjust to the weak English of the majority, many students found the work too difficult and the class shrank to 20 by the beginning of the second semester. Uf this twenty a reasonable number were promoted. We shall noi. again be faced with the pressure to help the Greek students who cannot go to Athens for higher education as they are all being absorbed so rapidly into the Greek Army. We shall set a higher standard in English hereafter for the Freshman Class. Sequences or Programs of Study:-By the offering of a program of study called the Science-Mathematics sequence leading to the bachelor's degree, we once again approached a justification for the name Colle -e of Arts and Sciences. The re-sponse to the offering was surprisingly good. Fourteen students were enrolled in the Freshman Class and twenty-three in the Sophomore. The preparation of the students was by no means equal and many problems faced the Science and Mathe-matics department in dealing with them. The important facts are that (1) we have got the sequence organized and advertised and (2) there appears to be a demand for it. By Mr. Vandersall's departure for America we are left in a dilemna with regard to the direction of the sequence and its proper development. We shall continue to hope that a chemistry teacher will be sent us from the States. I am convinced that we can and should continue the sequence for these next two years, even if it be in low gear. The organization of the Science-Mathematics sequence has resulted in the pro-portionate reduction for the Social Science sequence. This is logical. Hitherto students coming to us to seek higher education have been compelled to choose from Journalism, Social Science, and Education. Not being inclined toward either of the 'professional' programs it has been necessary to fall back upon the Social Science offering. The greater majority of Egyptian students wanting to continue with education on the higher levels have completed the scientific section of the
