224 (7) - Administration and Organization= Under this heading last year, there was reference to the danger of too great a departmentalization in our present organization and the need for working more completely as a united organization. This problem was brought before our staff in Cairo and the general feeling was that there would be organizational loss if the Departments were all merged under one administration and were to become mere-ly committee organizations.
