The thesis reviewed the way that election districts are drawn for Australia's federal, state and territory elections. It found that the system falls short of providing the equal districts and fair competition that our parliaments intended. Its second task was to provide the methodology required to draw districts which will respond when voters change their support and will give none of the parties an inbuilt advantage. The thesis is the first thorough analysis of Australia's redistribution process and has already helped South Australia's Electoral Districts Boundaries Commission
