Kehitysprojektin johtamisen menestyskriteerit

As projects are becoming more common in organizations much discussion has emerged on the definition of project success. However, no consensus has been reached. The classical view of evaluating project success through looking at time, cost and scope is no longer sufficient. Also the short and long-term impacts as well as the different stakeholders have to be taken into account. Furthermore, to carry out successful projects companies need to understand both the drivers of successful projects and the criteria with which the different project stakeholders (such as clients, customers etc.) evaluate the project. This thesis contributes to the body of knowledge by constructing a success criteria framework for competence development project and introducing a concept for linking the success criteria to the drivers of project success. This thesis consists of a literature review and a single-case study. The literature review introduces the main areas related to project success and constructs a project success criteria framework based on the literature. The case study is used to propose how the success criteria framework is to be modified and applied in a global project of establishing of a competence center for IT experts in India. This case project was carried out by a global telecommunications company to broaden its presence closer to markets and obtain cost savings through in-sourcing the required competences. The research for this thesis was conducted in the winter 2008-2009 alongside the case project. Data was collected through 13 interviews, a survey and observations both in Finland and in India. In addition to the framework, the case study provides evaluation of the case project and analysis of its performance. The constructed framework was able to highlight areas requiring improvement in the project implementation phase. It was also able to show how different project stakeholders perceived the project's goals and objectives. As the main contribution this thesis develops a multidimensional project success criteria framework, tailored for the project's needs, based on literature and empirical analysis. The framework consists of two parts: the project implementation and the project results. The former focuses attention on issues that need to be considered before and during implementation. It works also as framework for the project team's self-evaluation. The latter assists in breaking down the stakeholder needs beyond the mere scope of the project and thus contributes to achieving project goals in similar forthcoming projects.Projektin onnistumisen ja menestyksen määrittely on herättänyt paljon keskustelua projektien tullessa yhä tavallisemmiksi organisaatioissa. Yhteisymmärrystä tällä saralla ei kuitenkaan ole saavutettu. Klassinen näkökulma projektin menestykseen on arvioida sitä ajan, kustannusten ja laajuuden suhteen. Tämä ei kuitenkaan ole enää riittävä vaan myös projektin pitkän ja lyhyen tähtäimen vaikutukset täytyy myös ottaa huomioon. Lisäksi menestyksellisten projektien tekeminen edellyttää yrityksiltä ymmärrystä sekä projektin menestystekijöistä, että menestyskriteereistä, joilla eri sidosryhmät (esim. asiakas, käyttäjä jne.) arvioivat projektia. Tämä tutkimus luo uutta tietoa kokoamalla ja esittelemällä tavan yhdistää menestyskriteerit menestystekijöihin. Tämä diplomityö koostuu kirjallisuuskatsauksesta ja yhdestä tapaustutkimuksesta. Kirjallisuuskatsaus esittelee pääteemat projektin menestykseen liittyen ja kokoaa kirjallisuuteen pohjautuvan. Tapaustutkimus esittelee miten muokataan ja sovelletaan kansainväliseen osaamiskeskuksen perustamisprojektiin. Ko. projekti suoritettiin telekommunikaatiolaitteita valmistavan yrityksen toimesta Intiassa. Projektin tavoitteena oli laajentaa yrityksen ko. osaston toimintoja lähemmäksi asiakkaita sekä saavuttaa kustannussäästöjä hankkimalla osaajia yrityksen sisälle. Tutkimus suoritettiin talvella 2008-2009 yhtä aikaa perustamisprojektin kanssa. Materiaali kerättiin kolmessatoista haastattelussa, kyselytutkimuksella sekä havainnoinnilla Suomessa ja Intiassa. Viitekehyksen lisäksi tapaustutkimuksella arvioitiin projektin toteuttamista. Viitekehys pystyi nostamaan esiin useita alueita, jotka vaativat kehittämistä projektin toteuttamisessa. Se pystyi myös osoittamaan kuinka eri sidosryhmät käsittivät projektin tavoitteet. Diplomityön päätulos on kirjallisuuteen ja empiriaan perustuva moniulotteinen menestyskriteeriviitekehys, joka on sovitettu projektin tarpeisiin. Viitekehys koostuu kahdesta osasta: projektin toteutusosa ja projektin tulokset osa. Näistä edellinen keskittyy asioihin, jotka täytyy huomioida ennen projektin toteutusta sekä projektin aikana. Se toimii projektitiimin itsearviointityökaluna. Jälkimmäinen osa avustaa eri sidosryhmien tarpeiden tunnistamiseen ja siten edesauttaa projektin menestyksekästä toteutusta
