Memorandum Concerning Analyses of Alternative Plans

Memorandum: To Secretary Udall, from Kenneth Holum, "Analyses of alternative plans -- Colorado River Basin Project; preliminary results," December, 1966, page 2focused by Colorado River Basin interests on a plan (Plan 6) which would include a Low Hualapai (extend to park boundary) and eliminate Marble Canyon. This is a highly feasible plan. Our studies indicate that a Low-Low Hualapai (extend only to Monument boundary) is infeasible because of lack of capacity to accommodate silt inflow from Kanab Creek. Category 3 plans include the physical features of Category 1, plus Federally constructed thermal powerplants. From the technical, economic, and financial standpoint, the inclusion of atomic-powered steam plants (Plan 10A) is clearly superior. Although the alternative involving pumped storage hydroelectric plants coupled with a Federal steam plant (Plan 12) does not appear attractive at present, further study might improve results. Comparative data on the plans discussed above are shown on the attached tabulation. In summary, From A technical, economic, and financial viewpoint, there are acceptable alternatives in each of the three categories.
