Document: Analysis of Alternative Plans Colorado River Basin Project, December 1966?, page 7Category 2- Plans which include conventional hydroelectric power development on the Colorado River This group of plans includes the Central Arizona Unit, water salvage programs, fish and wildlife and recreation facilities, and a dam or combination of dams on the Colorado River. The dams considered are Marble Canyon, High Hualapai, Low Hualapai, and Low-Low Hualapai. The hydroelectric plants provide low-cost pumping power and, in addition, sizable amounts of power for commercial sale. The revenues from the sale of power would be available to assist in the repayment of costs allocated to irrigation and to provide an increasing development fund. In these plans, conventional Bureau practices for determining water rates would be practicable, and the original rates have been used. Because a significant development fund for the Lower Colorado River Basin would result, it would be logical to include the surplus revenues from Hoover and Parker-Davis in such a fund and such revenues have been included in the analyses of these plans. From a technical and financial standpoint the plans involving Marble Canyon, High and Low Hualapai are the most feasible. Plans No. 5, 6, and 7 involve various combinations of dams at the Bridge and Marble Canyon sites. All of the combinations would achieve payout of the Central Arizona Project.
