As a minimum, it would encompass surplus revenues from the Hoover and Parker-Davis Powerplants after payout. In some plans, no financial assistance from the Development Fund would be utilized to aid in repayment of the Central Arizona Unit. In others, limited assistance is postulated. And in the remainder, a full measure of financial assistance, as provided in H.R. 4671, would be extended to the Central Arizona Unit. The alternative plans studied fall into three broad categories: Category 1 includes those plans proposing new features which during project payout would not contribute surplus revenues to the Development Fund. In these plans repayment of the Central Arizona Unit would be accomplished by raising water prices, financial subsidy through writeoff, ad valorem taxes, assistance from Hoover and Parker-Davis power revenues, or combinations of the foregoing. Category 2 includes those plans proposing conventional hydroelectric power developments on the Colorado River which would provide low-cost pumping power and financial assistance to the Central Arizona Unit and, in addition, contribute substantial surplus revenues to the Development Fund. Category 3 includes those plans which would provide for thermal powerplants and/or pumped storage plants which would provide low-cost pumping power and financial assistance to the Central Arizona Unit, and, in addition, contribute substantial surplus revenue to the Development Fund. The plans in Category 1, which would not add revenues to a development fund, would not necessarily preclude the consideration of various revenue-producing powerplants at a later time as part of an augmentation project. They do, however, necessitate some unconventional repayment aspect in each case. The plans in Categories 2 and 3, which would add substantial revenues to a development fund, anticipate that the fund would help finance future works required to meet future water resource development needs in the area.
