Objective of Initial Plan is to guarantee equivalent of 7.5 million acre-feet of water in the Colorado river--2.8 for Arizona, 4.4 for California, and 0.3 for Nevada as decided by the Supreme Court--at costs to users that would be no greater than they would have had to pay if the total amount of water were available in the river in the future.
