Objective of Initial Plan is to guarantee equivalent of 7.5 million acre-feet of water in the Colorado river--2.8 for Arizona, 4.4 for California, and 0.3 for Nevada as decided by the Supreme Court--at costs to users that would be no greater than they would have had to pay if the total amount of water were available in the river in the future. SECTION 2. Establish Pacific Southwest Development Fund to finance the guarantees. Fund revenues derived, largely, from mainstem powerhouses: --Proposed Bridge and Marble Canyon power dams. --Hoover and Parker-Davis dams, after payout in 1987 and 1999, respectively. SECTION 3. Authorize Initial Group of Projects For Development Fund: Bridge and Marble $750 million For Arizona: Central Arizona Project 499 million For Utah: Dixie Project 45 million For New Mexico: Hooker Project 28 million For Nevada: S. Nevada Water Supply and Moapa Valley Pumping Projects 84 million For California: Enlarge California Aqueduct 240 million For Conservation Benefit: Indian Projects, Recreation, F&WL, and Water Salvage Program 58 million Total for Immediate Authorization $1704 million Proposed Arbitrary Initial Ceiling on Appropriations $900 million SECTION 4. Direct Priority Planning of Indian and tributary projects SECTION 5.
