Document: Pacific Southwest Water Plan "Printed Copy" Chapter VI, August 26 ,1963 page 6To meet the growing power requirements, and to provide revenues for financial assistance to water development, the power potential of the Colorado River would be developed through the Bridge Canyon Dam and Powerplant and the Marble Canyon Dam and Powerplant to provide valuable hydroelectric capacity to meet the commercial peaking powerloads and project pumping loads. This proposed power production would be integrated with the outputs of the existing Hoover and Parker-Davis systems and the Colorado River storage system now under construction. Phase II--Continuing Project Development--Phase II of the plan would include those additional units necessary to provide for essentially all of the area's additional water demands for the next 25 years. It would be necessary, however, to continue a ground-water overdraft, although at a decreased rate. Construction on some of the works proposed in this phase would be concurrent with construction of features in Phase I. Construction expenditures would extend through year 2006. The plan envisions adding additional water conservation facilities and necessary aqueduct expansion to deliver water from surplus sources to the Pacific Southwest area. Additional facilities in Arizona would include developments on tributary streams within the State, water reclamation of available sewage effluent, a second Central Arizona aqueduct system to convey additional water into the area of use, and conveyance to Lake Havasu through a branch aqueduct from the enlarged California Aqueduct and other facilities to provide for the projected water demands. Indian irrigation projects and other agency programs would be completed, and additional tributary projects would be provided in the New Mexico area and could include projects in the Upper Gila, San Francisco, and Little Colorado River Basins. The additional conveyance of 1,200,000 acre-feet of water into southern California and 1,200,000 acre-feet into Lake Havasu through the enlarged California Aqueduct, the prospective East Side Division of the Central Valley Project, and additional conduits would require additional storage reservoirs in northern California to make the water supply available in the Sacramento-San Joaquin Delta. Phase II of the plan includes the additional required conveyance facilities not included in Phase I and the needed additional storage developments on the Trinity, South Fork Trinity, and Eel Rivers. The required storage reservoir systems were included on these streams to develop water supplies surplus to the adjoining areas. All water exportations from areas of surplus to areas of deficiency should protect the areas of origin within the States and the States themselves. This protection could be in the form of legislative policies recently adopted by the Congress in connection with the New Melones Project authorized by the Flood Control Act of 1962 (P.L. 87-874), in which diversions of water would be subordinate to all existing and anticipated future needs.
