Dear "Stu": This will acknowledge your letter of September 1 in reference to the conference report on the Hanford atomic facility. I would, if circumstances permitted, be glad to comply with your request. It so happens, as the result of redistricting legislation in my State of West Virginia, I am forced to contest the next election with the only Republican member of the West Virginia delegation. It will be a tough fight, and I cannot afford to anger both the coal operators and the United Mine Workers who are in bitter opposition to the propsed installation of a plant to produce electricity at the Hanford facility.
