Discussion of Colorado River Storage Project

Document: no title, September 8, 1961, page 1September 8, 1961 Should the utilities' wheeling offer be accepted, the entire output of the Colorado River Storage Project generation would be introduced into the private utilities' system. This would give these utilities control of this large block of power and, by virtue of their being able to dispatch this power over their systems, they would obtain tremendous advantages in reduced losses and stability for which they propose to make no payment. These benefits would result in large financial gains to them. The Government has no way of collecting from the companies for these benefits received due to investment made by the Government. The Bureau has been trusted to construct and operate some of the world's largest dams and powerplants. Surely it can and must be trusted to construct necessary transmission lines in order to market the power produced at these powerplants and in order that the Government can realize the maximum amount of revenue consistent with sound business methods. In most of the area of the Colorado River Storage Project, there are no adequate transmission lines at the present time. The Arizona Public Service Company does have a service transmission line to the town of Page, Arizona, that is of inadequate capacity. Even if enlarged, it could not serve the project. The Executive Vice President of the company has stated in writing that the company needs the line for its own purpose.
