Memorandum: From Secretary of the Interior and Secretary of State, to the President, "Solution to Salinity Problem associated with delivery of Colorado River water to Mexico under Treaty of February 1944", draft 1/22/65, page 1DRAFT 1/22/65 MEMORANDUM TO: President FROM: Secretary of the Interior and Secretary of State SUBJECT: Solution to Salinity Problem associated with delivery of Colorado River water to Mexico under Treaty of February 1944 The Commissioners of the International Boundary and Water Commission, United States and Mexico, have agreed, after extensive negotiations, upon measures to reach a permanent and effective solution of the salinity problem on the lower Colorado River as contemplated in the Presidential communiques of March 16 and June 30, 1962, and February 22, 1964. Details of the solution have been formalized in a Minute of the International Boundary and Water Commission, United States and Mexico, which is to be in effect for a period of five years. Upon termination of this period, the Commission will review conditions and determine whether a new Minute should be adopted. The Minute recommends the construction of an extension to the present Wellton-Mohawk Irrigation and Drainage District's conveyance channel along the left bank of the Colorado River to a point below Morelos Dam and the operation of a control structure in this extension channel above the limitrophe section which will permit the discharge of the District's drainage waters to the bed of the river either above or below Morelos Dam. The control structure proposed will be operated by the Bureau of Reclamation to permit the discharge of all the District's drainage water below Morelos Dam except that at Mexico's request these waters will be discharged above the dam at such times and at such rates as Mexico may request in writing.Epson Perfection 4870 Photo, 400 dpi, 8 bit, 1,347,086 byte
