-2- As the three phases of the program of construction and operation of works in the United States recommended in the Report of the U. S. Bureau of Reclamation are conditioned upon mixing such quantity of waste waters with acceptable waters, we are categorically of the opinion that the U. S. B. R.'s three-phase program for solution is unacceptable because it is incomplete and its mere application would be injurious to Mexico. The Mexican Panel submits in this report the considerations which support their conclusion. I. -Background. In March 1962 two panels of experts, one Mexican and one American, appointed by the Chief Executives of the two countries, were convened by the International Boundary and Water Commission, United States and Mexico, to jointly study the Colorado River salinity problem, a Draft of Joint Report entitled "Measures for Correcting the Salinity of Colorado River Waters," dated May 10, 1962, being formulated. In that Draft of Joint Report feasible solutions were presented, which were in agreement insofar as their technical aspect was concerned. Said Joint Report was never signed because differences in point of view developed in regard to the details of the drafting. In April 1963 the Mexican Panel was again convened by the Mexican Section of the International Boundary and Water Commission, United States and Mexico, to review and submit its opinion regarding a report entitled "Special Studies. Delivery of Water to Mexico", prepared by A. B. West, Regional Director of Region 3 of the Bureau of Reclamation, U. S. Department of the Interior, dated February 1963 at "Boulder City, Nevada," U.
