As a result, the situation complained of by Mexico will be alleviated at least until October, 1963. This should provide adequate time to develop and implement a sound plan and construction program. I should be glad to support an appropriation of sufficient funds to perform an expedited engineering investigation by the Bureau of Roclamation which will make available the data which is required to evaluate properly the consultants' proposal.
