d. Power rates will be established as follows: Federal project irrigation pumping--2.5 mills per kilowatt-hour. Federal project M&I pumping--Cost per kilowatt-hour associated with producing power from Bridge and Marble Canyon powerplants plus repayment of an appropriate share of investment costs with interest. Commercial sale--Rates will be determined from a continuing analysis and will be based on a charge commensurate with costs, including financial assistance as desirable. For purposes of report preparation, it is assumed that the commercial power rate will average out at 6.0 mills per kilowatt-hour. Hoover and Parker-Davis revenues, after they have retired existing debt, would accrue to the Development Fund. For purposes of report preparation, it is assumed that the following average rates will apply after payout: Hoover--4.0 mills per kilowatt-hour; Parke-Davis--4.7 mills per kilowatt-hour. Enlargement of the California Aqueduct: a. The report and authorizing legislation will clearly indicate that the State of California will design, construct, and operate whatever enlargement of the California Aqueduct is authorized and constructed for the Pacific Southwest Water Plan. The Federal Government, however, will provide the appropriate financial assistance and, consequently, would need to maintain sufficient control for assurance that the foregoing functions were performed properly. b. The State of California will be the marketing agent for the Federal Government for water conveyed through the enlarged California Aqueduct to be marketed in California. The Federal Government would have to be assured, however, that the additional imported water effectively maintained the basic supply of 7.5 million acre-feet per annum of consumptive use for the States of Arizona, Nevada, and California, either from the Colorado River or through exchange at Colorado River costs. The Federal Government would also have to be assured appropriate financial return on its investment. c. The report will provide for an appropriate allocation of costs between the base California Aqueduct and the incremental enlargement for the Pacific Southwest Water Plan.
