The power rates noted above were assumed for purpose of financial analyses and project payout demonstration. It is recognized that adjustments of these figures, either up or down, may be necessary to take into consideration future power cost levels and the various other revenue and cost factors affecting the Development Fund. Table 24 presents a consolidated payout study for the Pacific Southwest Water Plan under the Initial Plan. Table 25 presents a similar consolidated payout study for the projects included for immediate authorization. Pumping power rates--In developing the economic and financial analyses of the Pacific Southwest Water Plan, it was necessary to utilize certain rates for costs of pumping power. Insofar as available, the rates used were the same as those developed in the separate reports for each project which had a pumping power cost. For the Dixie Project, pumping power rates as used were 2.5 mills per kilowatt-hour for irrigation pumping. In the Moapa Valley Pumping Project the rate used was 7 mills per kilowatt-hour. Incorporation of the Moapa Valley Pumping Project in the Pacific Southwest Water Plan will permit, however, the use of a 2.5 mill per kilowatt-hour rate for irrigation pumping. In the Southern Nevada Water Supply Project the pumping rate was 6.5 mills per kilowatt-hour. In the Central Arizona Project the pumping rate for irrigation water was 2.5 mills per kilowatt-hour, and for municipal and industrial water it was 4.25 mills per kilowatt-hour. This latter rate represents a weighted average of paying 6 mills per kilowatt-hour for on-peak generation and 3 mills per kilowatt-hour for off-peak generation. In the California Import System the rate used was 6.5 mills per kilowatt-hour. Further consideration is needed to establish more uniform pumping power rates in the Pacific Southwest Water Plan and to explore the possibility of integrating with the Northwest Power Intertie. Pacific Southwest Water Plan Development Fund--In developing the payout analyses for the Pacific Southwest Water Plan to determine financial feasibility of the Initial Plan and the immediate authorization projects, the Development Fund was utilized to provide financial assistance during the payout period. Funds credited to the Development Fund came from net power revenues from the hydroelectric plants on the Colorado River. (Al though all revenues will flow into the Development Fund, for the purpose of determining amounts available for financial assistance, only net revenues were used.) These included revenues principally from the existing powerplants at Parker, Davis, and Hoover Dams plus the proposed plants at Bridge and Marble Canyon Dams.
