WESTERN RIVERS WATER INTERCHANGE DIVISION Because it is evident that water available from the Colorado River will be inadequate to serve the growing needs of the Lower Colorado River Basin and southern California, this division has been included to cover studies of possibilities for importation of water from water surplus areas to the North.
