Colorado River for consumptive use. Reconnaissance studies only have been made for this aqueduct. The route is such that no question exists concerning the practicability, but feasibility investigations are required to finalize layout and cost estimates. The Long-Range Planning Program The proposed Initial Plan as the first step of a comprehensive plan will meet only the most immediate and urgent demands for increased water supplies for the Pacific Southwest. Water demands over and above these immediate needs can and should be provided for through long-range planning. Further detailed planning will be necessary for works and programs beyond those recommended for authorization as part of the Initial Plan. Because of the numerous water development functions involved and the many interests affected, it is obvious that long-range plans should be fully coordinated. To assure such coordination among Federal, State, interstate, and local plans, consistent with the responsibilities of the Secretary of the Interior under existing Colorado River legislation and the decree in Arizona v. California, it is highly desirable that the authorizing legislation establish a regional water commission modeled, to the extent appropriate, upon that set forth in Title II of S. 1111, as supported by the Administration and as passed by the Senate. It is important and necessary that related studies be initiated soon and the most appropriate methods for meeting the increasing needs be developed. Such studies will consider both additional import or desalted water supplies, as well as more effective use of local sources. Some of the items which need further investigation are: 1. Renovation of waste waters. 2. Reduction of nonbeneficial consumptive uses. 3. Methods of improving irrigation practices and reduction of conveyance losses. 4. Managed ground-water storage of surplus supplies. 5. Evaporation reduction. 6. Determination of feasible sources of import supply. 7. Techniques of desalting saline waters. 8.
