This plan contemplates the addition of approximately 2,000 c.f.s to the proposed East Side Division conveyance facilities from the Sacramento River via the Hood-Clay pump connection and thence through the East Side Canal facilities to the Kern River. From that location, a new 2,000-c.f.s. canal would be constructed to connect with the California Aqueduct at Wheeler Ridge Pumping Plant No. 1. These proposed facilities are shown in plan and profile on plate 4. The Pacific Southwest Water Plan proposes to enlarge only the Hood-Clay Pump Connection and the East Side Division primary conveyance facility, the East Side Canal from the Hood-Clay Pump Connection to Kern River near Bakersfield. No enlargement would be made of any of the proposed East Side Division Reservoirs or the Porterville-Bakersfield Canal. Following is a brief description of that portion of the East Side Division facilities, as presently proposed, to which an enlargement of 2,000 c.f.s. would be made (the capacities indicated are without the enlargement): Water supply to be diverted from the Sacramento River would be the 18.7-mile-long, 5,000-c.f.s. Hood-Clay Pump Connection to the combined Folsom South and East Side Canal. This channel would have three pump lifts with a total static lift of 112 feet. From its junction with the Hood-Clay Connection, the joint Folsom South and East Side Canal would have capacities ranging from 7,000 c.f.s. to 5,500 c.f.s. in the 31-mile reach to Little johns Creek and the end of the joint-use canal. From this point, the East Side Canal with a capacity of 5,000 c.f.s, would convey the water supply for 127 miles to Figarden Reservoir on the San Joaquin River. In this reach three major pumping plants would be located: Farmington, 5,000 c.f.s. and static lift of 120 feet; Cooperstown, 5,000 c.f.s. and static lift of 69 Feet; Montgomery Pumping Plant, 5,000 c.f.s. and static lift of 56 feet. From Figarden Reservoir, water would be lifted 180 feet, by means of the Little Dry Creek Pumping Plant, to the East Side Canal, which would run parallel to the existing Friant Kern Canal to the Kern River. In this distance of 165 miles, the capacity would range from 4,000 c.f.s. to 500 c.f.s.
