On the basis of present estimates the cost of water at the desalting plants ranges from about $90 to $105 depending on whether the fuel considered is coal or gas. Technological improvements, including possible use of nuclear reactor fuel sources, may in the future make this alternative source of water more attractive economically for the Pacific Southwest area. Fish and Wildlife and Recreation Fish and Wildlife facilities proposed for consideration include construction of two Federal fish hatcheries, one Federal wildlife refuge, two State fish hatcheries, eight State wildlife management areas, and 79 State fishing lakes. The proposed Cibola National Wildlife Refuge would be located along both sides of the Colorado River about 50 miles upstream from Imperial Dam. In addition to providing an important fish and wildlife facility it would provide excellent new fishing, hunting and recreation opportunities for thousands of people. Several smaller wildlife management areas would be established in both Arizona and California for administration by the State fish and game agencies. These would provide increased recreational hunting opportunities in those portions of the two States in the region where such opportunities are most needed. Need for additional recreational fishing opportunities would be met through provision of fishing lakes in Arizona to be constructed by the Arizona Fish and Game Department. In California fishing lakes would be constructed at Federal cost to mitigate losses to existing fishing streams from construction of other project facilities. Two Federal fish hatcheries, two State hatcheries and a fishery management program would permit realization of optimum fishing opportunities on the project reservoirs and other waters of the Pacific Southwest. Basic recreation facilities would be provided at project reservoirs including, where appropriate, access roads, parking areas, beaches, boat launching ramps, picnic and campground areas, public utilities, comfort stations, and related items. These reservoirs and facilities would open up large areas for boating, fishing, swimming, water skiing and related sports, and, additionally, particularly at the Bridge Canyon and Marble Canyon reservoirs, would provide access to some of the most spectacular scenery in the country, presently accessible to only a few. Costs associated with the provision of such basic recreation facilities are included in the total cost shown for each proposed project or reservoir.
